Technical Qualification Program
The Technical Qualification Program (TQP) establishes a process to objectively determine that individuals performing activities related to the technical support, management, oversight, or operation of defense nuclear facilities possess the necessary knowledge, skills, and abilities to perform their assigned duties and responsibilities. The TQP specifically applies to DOE technical employees whose duties and responsibilities require them to provide assistance, guidance, direction, oversight, or evaluation of contractor activities that could impact the safe operation of a defense nuclear facility.
In accordance with the Performance Work Statement (PWS), Enterprise Training Services (ETS) provides the following services to TQP participants:
- Develops qualification cards for the General Technical Base, assigned functional area, and assigned office/site/facility-specific qualification standards, and
- Validates qualification card completeness and issues a certificate of qualification completion.
In addition, the ETS provides support to the Federal Technical Capability Panel in the following areas:
- Maintains TQP qualification standards,
- Provides summary reports of qualification status and workforce analysis and staffing plans based on the input provided by each organization, and
- Coordinates the development of new qualification standards.
