Welcome to the Office of Enterprise Training Services

The Office of Enterprise Training Services (ETS) is the result of a three year A-76 Study, evolving from a time-tested Training Organization. In accordance with Government requirements, proposals were submitted by private industry, as well as government organizations to assume responsibility for the Department of Energy's (DOE) training function. The Government's Proposal, formally known as the 'Most Efficient Organization' (MEO), won the bidding process in FY05.

The Agency's Tender (AT) reflected a combination of effective existing practices, elements of the current organizational structure, as well as shifts in training responsibilities, and modifications to the organizational structure designed to create efficiency and enhance customer service.

The purpose of the AT was three-fold: first, to demonstrate that the MEO staffing and processes could thoroughly and completely fulfill all of the requirements of the PWS; second, to show how the MEO Team arrived at the MEO structure and staffing levels; and third, to show the additional value above and beyond the basic PWS requirements that the MEO could provide.
