Ms. Bonilla currently serves as the Director of Human Capital Management for the Department of Energy. She is responsible for leading numerous comprehensive human resources (HR) programs for all functions across the Department. She coordinates and develops HR policies, programs, standards, and guidelines for recruitment, employment, compensation, position management, executive resources, labor relations, employee development, and training; workforce conduct and discipline; and employee benefits and services. She oversees the design, evaluation and restructuring of jobs and organizations; reduction in force strategies; skill mix analysis; and workforce planning to improve organizational alignment and performance. Prior to this position, she served as the Director, Headquarters and Executive Resource Services for the DOE where she was responsible for HR programs for 4,500 predominantly scientific, engineering, technical, and security positions in Headquarters Departmental elements.

Ms. Bonilla has had extensive HR experience with the Department of the Air Force. Past positions include serving as the first Director of the National Security Personnel System Division for the Air Force, Director of Civilian Personnel Policy, Civilian HR Director for Air Mobility Command, Chief of the AF Regionalization and System Modernization Program Office, and Civilian Personnel Officer at Kadena Air Base, Japan. She has had several overseas assignments, including working as an exchange officer with the Department of National Defense in Ottawa, Canada. While with the Air Force, she received many performance and Air Force Meritorious awards.
