Larry Towne has worked at the Department of Energy since 1993 in several human resources-related positions and currently serves as the Director, Office of Human Resource Services in the Office of Human Capital Management. He is responsible for managing the following functions at Headquarters: hiring policy and operations, staffing of all positions, including senior level and excepted service positions, compensation and benefits, retirement processing, and employee and labor relations policy and issues. Mr. Towne has held supervisory and management positions in the Headquarters Human Resources Operations Division, as well as a staff position in the Headquarters Employee & Labor Relations Division. From 1975 to 1993, he worked at the Office of Personnel Management (OPM, formerly Civil Service Commission), where he gained experience in the fields of retirement, staffing, and examining. While at OPM he served as a supervisor and manager, including as the Deputy Director of the Federal Job Information Center.

Mr. Towne graduated from the State University of New York at Oswego with a degree in American Studies and spent a semester overseas at the College of Europe in Bruges, Belgium. He then began his Federal career with the U.S. Customs Service, working on the Canadian border for a year and a half. He lives with his wife in Stafford, VA.
