Learning Strategy and Policy Division (HC-22)
LeadershipSteven L. Young MissionThis division provides a variety of services designed to support the mission of HC-20. The Learning Strategy and Policy Division is responsible for recommending and formulating policies and strategies related to learning and workforce development for the department. The Division also assesses, makes recommendations, designs strategies, develops plans, and implements programs, products and services related to learning and workforce development. Assess status and effectiveness of existing policies and strategies and makes recommendations for new or alternative strategies and policies to increase the effectiveness and efficiency of the department's learning and workforce development programs. Ensures all components of the learning and development programs (e.g., on-line learning, class room learning, developmental programs, knowledge management, etc...) are effectively integrated. Recommends, develops, and implements strategies and plans to motivate employees to continuously learn and develop. A specific focus of the Office is to align and implement learning and workforce development programs towards a competency-centric approach. Functions
