Mission
This division provides a variety of services designed to support the mission of HC-20. The Learning Strategy and Policy Division is responsible for recommending and formulating policies and strategies related to learning and workforce development for the department. The Division also assesses, makes recommendations, designs strategies, develops plans, and implements programs, products and services related to learning and workforce development. Assess status and effectiveness of existing policies and strategies and makes recommendations for new or alternative strategies and policies to increase the effectiveness and efficiency of the department's learning and workforce development programs. Ensures all components of the learning and development programs (e.g., on-line learning, class room learning, developmental programs, knowledge management, etc...) are effectively integrated. Recommends, develops, and implements strategies and plans to motivate employees to continuously learn and develop. A specific focus of the Office is to align and implement learning and workforce development programs towards a competency-centric approach.
Functions
- Lead the development of strategies and policies related to learning and workforce development;
- Provide support to Departmental governance bodies related to employee learning and development;
- Assess the current status of, and make recommendations to better integrate the Office's programs, products, and services;
- Coordinate and Conduct skill gap assessments of critical mission occupations and develop in collaboration with associated program elements strategies and plans to close identified gaps;
- Develop and implement strategies to engage programs to define mission-critical functions and defining competencies necessary to execute those functions;
- Assess the need for, and propose new programs, products and services that improve their efficiency and/or effectiveness;
- Develop strategies and plans, and implement actions to develop new enterprise, as well as customized, programs, products, and services;
- Develop and implement strategies to market the Office's programs, products, and services to advance employee learning and workforce development; and
- Stay apprised of new and best practices, technologies, and approaches related to learning and development.
